Psalm 15 and the Beatitudes

Psalm 15 describes those who are welcome in heaven. In the Beatitudes, part of the Sermon on the Mount, which is a parallel passage to Psalm 15, Jesus expounds on the principles of salvation. Here He showed the importance of having the law written on the heart. What is the difference between keeping the law and fulfilling it? What does it mean to fulfill the law?
